iPhone 6S Plus cannot play HEVC/h265 natively?!

Tried a few apps - Plex, VLC, XtremePlayer Pro and all could not natively decode h265 videos. Even after converting to low bitrate (<3000kbps), either at 1080p or 4k, the iPhone 6s plus struggles to play these files smoothly.

I know there's a hardware decoder built in, but i can't find the software that will make use of it.

anyone knows which app can make use of the decoder?

tried a few, including Infuse 4 and CNX player - all choked on my measly 2mbps bitrate 4k HEVC video, on iPad Air 2 and 6S Plus. any other suggestions?
