I got a new Mac and when I tried to do a synch with my iPhone I got the following message...

"The iPhone “iPhone 5” is synced with another iTunes library on “USER-PC”. Do you want to erase this iPhone and sync with this iTunes library?"

Is there something I can do short of totally reinstalling the app and all on my phone?

It seems pretty drastic.

Thanks,

There are many ways...

The aim is that before you sync with a new computer, the contents on the iPhone must already be present on your new Mac.

If it's not, it will wipe it off from your iPhone.

Easiest way is to install iExplorer on your Mac to extract the iPhone data onto your mac's iTunes library. Only after doing so, you can sync your iPhone with your Mac without worrying about losing any data.

Whatever you're doing, backup backup backup, I cannot emphasize this more, Apple is good enough to provide backup apps like time machine for your mac, iTunes & iCloud backup for your iOS devices.
