If they offer you cheap cheap budget board, slow high CL RAM then you're losing a lot of performance and features.

This is good imo. Left issue of warranty only. And psu make sure good quality, well known one.

But your savings not that much honestly. Get locally better but then there's a question of stock.

for the ssd, i was thinking of getting the lowest rates and update it myself.

for graphic card, there is only a few brands in the market.

Got difference la. Small parts easy to add on. Mobo, gpu, psu need to change must sell off. That's why ask to confirm model and brands offered.

u forget u still need to ship it here. not only will the shipping likely to be quite expensive (big and heavy rig), u will be slapped with so much gst it would make more sense to build in sg in the first place. so 2k is quite a tall order, especially given rtx 3070 shortages.

Just get 5900x from carousell. It's cheaper than sls.

if u get a 5800X, u need to buy a after market cooler, unlike 5600X that comes with an air cooler from AMD.

For what usage, what programs you using. Solely gaming just get 5600x. Streaming get 5800x 8cores.

If use for productivity depends on your programs that you are using, having more cores doesn't necessarily means better. Most user wont benefits from 3900xt 12cores.

you include tax and shipping, even china cant do it for 2k, need to up budget or choose things to downgrade.

Quite difficult leh. My upcoming build doing for a friend is 2k with following.
Cpu 5600x-390sgd
Gpu Palit 3070 gaming pro oc-820sgd
Mobo Tuf b550m wifi-~260sgd(haven buy)
Psu 750w- 150sgd(haven buy)
Ram 2x16gb trident z neo 3600cl18-155sgd
Ssd 1tb sk hynix p31-145sgd
Case - 100sgd
Cpu cooler (arctic 34 freezer duo)- 65sgd

Total close to 2.1k. If go for cheaper case, mobo, cooler maybe can easily get closer to 2k build. But to upgrade to a 5800x is like 2.3k already.
