Which is correct

Depends on circumstances lor.

If you are running out of resources (be it time or manpower or money) then its 算一步.

If you are navigating difficult terrain, then its 看一步.

Looks to me the difference is
走一步，看一步 seems like the previous step forward is not calculated - or bo heng.
走一步，算一步 to me feels like the previous step was planned - therefore continuously doing so will reach the target. The former should also reach the same target but maybe through much time wasted in correction.

Similar to the term Just In Time (JIT) vs Just on Time.
