Is my CPU bottlenecking?

hi guys my current rig is as follows:

intel Q9450, no OC
4 x 2gb ddr2 ram
palit gtx 970 4gb, no OC
samsung 830 128gb ssd

i bought the gtx 970 as a measure to 'future-prep' my rig and to hopefully max out newer games despite my older platform. however on new titles like gta5, i'm unable to maintain an average 60 fps (in-game average is around 30fps) despite using the recommended settings of ~high for all. i've tried running on medium settings and am still not able to reach that 60 fps average. even while playing older titles like league, the system runs at an average of around 60-80 fps with occasional frame stutters during big fights.

any bros can give some advice on the extent of CPU bottlenecking in my case and if I were to change CPU how much performance increase can I expect?

yup, your cpu is the bottleneck...
gta v, uses cpu a lot too...

try overclocking your cpu to around 3.5Ghz. You should see able to see improvements.

My gfx card not as good as yours but after overclocked, I can run at high settings with avg 50+ fps 1080p
