Is there something wrong with my GPU?

Hello all,

Just encountered this, the GPU fan spinning at ~3300RPM from boot even though the Fan PWM monitor shows it is at 10%. Tried changing the % but still same speed. Both GPU tweak and HWmonitor show same readings. Anyone know what is wrong?
