Everytime I turn on my PC the screen is always like the photo below. I can still browse website, etc.

Do i need to get a new graphics card? Is it possible to confirm it's GFX issue if I have no spare video card?

Did you make any changes before this happen, i.e. update drivers, changes to hardware? You can run on the CPU integrated graphics if you want to test if it is the screen that is fault. By the looks of it, the graphic corruption is likely due to the graphic card.

1. A specific graphic card port malfunction, try other ports too.
2. Wire is defective
3. Port at monitor may be defective, port may be loose causing poor connection
4. Run in safe mode to determine if it is a driver issue, and also for you to do clean uninstall of existing driver
5. If not sure is graphic card, run from Mother board if onboard graphic is supported
