Is Wifi using data when it is on but no device connected

1) If my smartphone wireless wifi is on and it is connected to my laptop, I leave the browser open when I go for lunch for 1 hour, is the smartphone wireless wifi still spending/using data during lunch 1 hour?

2) If my smartphone wireless wifi is on and no device is connected to it, is the smartphone still spending/using data? (I am wondering if the wifi keeps sending data signals out to let devices detect it)

You probably only use data when you're using it. In other words, leaving it connected while idling won't use up your data at all. Unless you're torrenting in the background. Just to be sure, you can always download a network usage meter app, and note the usage before and after lunch.
