Because the bank staff need to verify your nric and use the master key together with your key than you can open your safe deposit box.

Thus, you can only access your safe deposit box during banking hours.

It should be done digitally.

Remove the need for master key. When you enter, you need to scan your nric. The system verify your identity than the door will be open for you to enter.

Than you open the safe deposit box with your key. To make it more safe, it can be a electronic lock which you will need your key and scan your fingerprint or key in a pin number than you can open the box

In this case, you can access your box 24 hours anytime. The bank also don't need to put staff there, can save manpower.

The whole point is to have more layers - both digital and human. If not, just buy a safe put at home, or put the safe in a “lock & store” facility?

You can do that at home with any off the shelf safe.
Then what is the value add of an independent bank staff to justify their fees.

Buy your own safe if not happy

Bank safe has procedures for a reason and you probably do not need those features

Well, office hour access is mutually agreed between bank and customer when the safe deposit box facility is provided for.

There are 24x7 third party safe deposit facilities available at higher cost, and customers are free to use those if their needs cannot be met by the bank.

Emergency duress pin can be used to open SDB and at the same time alert authorities.

A single person mantrap at the access area can be used to isolate/protect a customer who uses a duress PIN.

Mantraps are a double set of security doors. You enter a PIN, first set opens. When you are inside, first set closes, and if the system is satisfied you are who you are, and are alone, the second set opens.

Depends on how much the market wants to pay for the service of safe keeping.

Addon: there is a very good reason why access is restricted to only banking hours in case of banking crisis.
