Read from another forum that they were fine for excess of 23kg/pc policy dispite total weight was below 46kg. Another said they were told to purchase carton box to transfer their excess to avoid penalty.

I don't know what's so hard to understand.

"(b) a Passenger paying a premium economy or economy class fare shall receive a free Checked Baggage allowance of two pieces of Baggage the weight of each piece of which shall not exceed 23 kilograms (50 pounds); provided that the sum of the three dimensions of each piece shall not exceed 203 centimeters (80 inches)"

You can check in 1 bag (max 23kg), or 2 bags (max 23kg each i.e. total max 46kg).

When i took recently in nov, they combined our three luggage to weigh, quite sure one of the luggage was above 23kg.

So if you are in a group, they might weigh together. If your are worried, then bring extra duffel bags that can be checked in.

Ya, that's the only option i guess. Having a 28" but couldn't make full use of it seem a little wastage.

Oh ya deodorant, pls do not involve in our discussion cause you have no manners & are so rude. We all know what the rules says & we are actually here to discuss if anyone encounter something different. Btw, your reply is not needed too.
Awwww, anyway I dunno why I quoted you, was supposed to quote kenchi who, contrary to your assertion, didn't seem to know whether the rules said 2pc 23kg or 2pc 46kg.

Please do not be so sensitive as his reply is sound and he is helping out. I don't find his reply rude nor offensive.

What you will encounter will depend on airlines ground crew at that time. What others experience may not apply as they can open one eye or be very strict on it.

So just follow the stated rules and you will be OK. However, if exceed, be prepare to pay extra if the airline decides to charge and stick by rules.

Also it depends on the load on that day, whether the flight is full or not, or the cargo load.

Hitting 23kg per piece is actually quite difficult as it will be difficult for yourself to push/carry in the first place. The max I had was around 25kg but then again, I have baggage allowance of 35kg+25kg instead.

Normally, airlines from Japan, be it JAL or ANA, both are pretty strict on the 23Kg/50lbs rule. But if your bag weighs a kilogram more, they should wave off the overweight bag surcharge.

2 bags at 23Kg each, 46Kg in total. Most airlines flying to the US have the same policy anyways....

Does JAL have very strict 23kg/pc luggage policy?

I'm travelling with wife, 2 children & elderly parent. Will be taking airport bus to airport for our return flight. They also have strict rules with luggages so was planning to consolidating everything into 1 luggages per passenger & maybe 1 small hand carry. Look like i will need to repack them when i reach airport.
