I went earlier this May on 19th to 25th. When i reached Tokyo, weather was around 15 to 20 degrees for few days and after that it starts to get hotter eventually.

Last time Late April i feel quite warm already. No need any Jacket. Polo T shirt type of weather.
End April, i think is short + Polo T Shirt weather. Walk too long maybe will sweat.
Might be warmer than air con but likely cooler than Singapore.
