Me feel can serisously streamline TP department
Instad of using expensive bike to block traffic while causing massive inconvinience to chao sinkies in their overpriced cars just to escort vip, consider the below
Solution: A few construction worker lorry carrying lots of traffic cones to serve as ADF to place traffic cones on ONE lane ahead of VIP arrival. Behind VIP vehicle another few lorries to pick up the placed cones.
Hide under shelter take pics only? Who cant do that?
Solution: For every overhead bridge at speeding hotspot, employ 1 senior citizen that lives nearby, pay them with 50 dollars NTUC vouchers per week just to sit there take pictures for 1 hour everyday. Of course, the machine will be provided. Confirm alot of takers.
Misc vehicle offences.
solution: allow the use of user submitted in-car footage to charge offenders. Upon successful conviction, 10% of the fine amount will be awarded to user that submits the beedio and 90% to state. Can help them defray cost of COE too. Can employ students to review the footage also.

Seems like nowadays the fine is like no kick to car owners or vehicle owners. Based on footage submitted, the following can be implemented
Solution: tiered system with multiplier. General offence class with 1-10, with each class having a base fine of x% of individual/or company's (if commercial vehicle) annual income AND a set amount of points will be issued. Then also got multiplier such as commercial heavy, commercial light, commercial and private. Then another layer of multiplier would be driver's current driving record, if sai record, multiply again and viola! Give the fella gaolat gaolat.
