How will it be like / is it a bad time to go?

Assume shops, restaurants etc will all be opened still? Will traffic be horrendously bad?

I think the city will be quite empty, everyone go back kampung. The danger is NSHW will be crowded as people are travelling.

Actually I have been in KL over Hari Raya before, actually most of the shops and shopping malls are business as usual. Restaurants are also open. Thou is true that traffic would be significantly lesser with most going back to visit their families

One key highlight is to drop by the Ramadan Bazaar especially if u r visiting in the weeks prior to Hari Raya. Just search online for the nearest one to you, thou the most iconic one would certainly be the Bazaar Ramadan Jalan Tuanku Abdul Rahman (aka Jalan TAR) with most stalls opening from 3pm to late into the nite (12am)
