if ppl give cheque sign OTP then want the cheque to bounce, can they withdraw all the funds out from the bank acc?

the bouncing of the cheque itself is not a criminal offence, but withdrawal after OTP is probably a violation of contract, so the necessary dues have to be paid.
From my understanding.
One can actually be criminally liable for the issuance of a bounced cheque if the other party can prove that you have the intention to cheat or intentionally dishonor it. In such circumstances, I believe the developer would notify your law firm to ask for another cheque from you and if you issue another bounced cheque, the more extreme form is that the action could be taken you.
I don’t think anyone who could make a big ticket item purchase, would resort to such tactics though, it is also a case of losing his or her own reputation. He or she if does not wish to proceed would likely pay the penalty of 1.25% of the booking fee.

But if you look back, $1.4m would not be able to get u a new launch 2bd 2bath CCR in Newton no less, when our economy is good or back in 2018.
$1.4m could only get a RCR 2bd2bath unit with a good view maybe. That’s the diff.
You're right that $1.4m is probably one of the cheapest tickets into CCR new launch. The investment thesis would have been widely discussed earlier already
I was more commenting from an own-stay perspective. Low-floor balconies peering into carpark entrances are a no-no, but I'm sure there will be "car lovers" out there just to own a D9 address
