lag while watching HD videos

Have a PCIe slot, will it help if I upgrade my gfx?

just slot in any discrete gfx. even one from a few generations ago like geforce 240 or radeon 4850, available for like 30 or so bucks or less on the 2nd hand market.

your rig can watch HD movies with no issues then. your onboard gfx eating into your system ram as well probably. no need to change whole rig.

i think his psu only about 200 ish watts. cannot use GPU with external power connectors

Adding a graphic card may alleviate the problem, but it will also depends on what OS you are running on. Even if you are able to get a card for your budget, the drivers for an old OS may not support such feature well. I do recommend upgrading if you can. Even a budget AMD APU rig can improve performance tremendously from what you are using now.

If you still wanna watch the HD contents, i suggest that you upgrade your rig to somewhere a celeron g1610 will do. But that requires you to have a close $200 in hand to change it inclusive of ram.

$30 is not enough to do anything.
