Laptop recommendation for programming/uni uses

I would like some recommendations for a basic laptop (new or used) for around a budget of $400.

I would just be using it for my studies.

If possible, will a low spec laptop be able to run programming smoothly as well?

If a $35 raspberrypi can be programmed and to compile software in it, your $400 budget definitely can do more. You are just studying with it, you are not running a high performance production server, so no worries. If there come a chance for you to require high performance computing, you can always use some remote cloud hosting for your needs. When that happens, you post your requirement again and I will recommend some approaches you can take
