I want to apply for it

Just called DBS, they are not aware of this. Might be to selected customers cos all their other promos are listed on their website but not this. Anyone else receive the promo?

Meaning exclusive to those who receive the push notification? How to access through the digibank digibot? It states …. Where is it stated?

When I log onto dbs ibanking website, the digibot will immediately pop up at my bottom right hand corner, it will state ' 3 yrs lock in for guaranteed returns of 3.65% p.a. with SavvyEndowment 12. Plus, up to S$50 vouchers with promo code DBSSE12. Learn more. T&Cs apply.' . Not sure whether promo code is exclusive. Hope this helps

How come when I put 30k and the promo code, it still says only "$20 eCapitaVoucher with min premium of $20,000", and no additional info?

If I'm not wrong the EIR will be around 3.55-3.6%. Depends on the type of saving accounts that you deposits and also amounts of your FD. I think it's the highest interest rates offer currently for FD.

How does the insurance earn from? what determines the interest they give?

I'm referring to May Bank's Deposit Bundle Promotion leh. That's you needs to deposit 10% of your FD amounts into your saving/current accounts to get FD interest of 3.9% for 12mths. No related to insurance policy.
