Complain to where? I tried live agent but seems like they are not accepting chats regarding this issue, no way to talk to a real human.

Type the words 'live chat' and follow the steps. Choose a few options, then send 'live chat' again. You will see the blue words 'customer agent'

I did, but cannot. It will prompt me to select the related issue but none of them is regarding voucher. They were options like refund status, item not delivered etc. I contacted the agent yesterday afternoon about another issue and did just like what you did and was able to contact them. Now they seem like trying to filter out this problem by avoiding contact.
