Leaps is just options with a longer expiry date.
you can trade options in US market using any of the brokers such as Tiger broker, Moo moo, IBKR, TD Ameritrade, etc.

I started buying LEAPS options since June last year after attending a brief online course. It is much more lucrative than stocks and my portfolio is still very much green despite the recent correction. But be careful not to jump into it without knowing what you are doing because options are very risky and you've got to take note of implied volatility, delta, gamma etc, before you enter. And most importantly remember to be wary of the time decay, make sure you sell it before it starts to eat up your profits. I'm using TD Ameritrade, which has a branch in Singapore and accepts local DBS transfers.

would it be foolish to short Tesla (puts) ? given the impending interest rate hike where tech stocks most likely will retreat , and tesla p/e ratio is unusually high ?

I mean even Michael J Burry failed to short Tesla , but probably a timing issue.

Depends on how you think of TSLA in the long run. I personally am bullish and I sold puts last night.

The market can stay irrational longer than you staying solvent. I just avoid these irrational stocks, Telsa is a prime example of that.
