Given which situation or context should be use one or the other?

現在の事に感謝すると、「ありがとうございます」、過去の事に感謝すると、「ありがとうございました」という捉え方で
ほぼ間違いではありません。実質的に相手の好意を受け取っていない場合、例えば「君に、この本をあげるよ」
「終わったら連絡するよ」などは「ありがとうございました」とは言わずに「ありがとうございます」ですね。まだ本も
貰っていないし終了したと言う連絡を受けていない状況ですね。行為が完全に終わっていない場合、好意を
未だ受け取っていない場合は「ありがとうございます」、行為が完了している、好意を受け取っている場合は
「ありがとうございました」でしょうね。言い換えれば、何かをやって、骨を折って貰った行為には「ありがとうございました」
でしょうが、まだ、その行為から利益を享受していない場合は「ありがとうございます」と言うのではないでしょうか？
どちらにポイントを置くかの差でしょうね。

arigatou gozaima_s_h_i_t_a : Thank you for what you have done for me (something that has already happened) . eg. Thank you for for having lent me the book, I'm now returning it to you.
arigatou gozaimasu: Thank you for doing this for me （something that is going to happen). eg. Thank you for agreeing to lend me the book, I'll return it to you as soon as I finish reading it.

Use -sh!ta when something required effort or happened over a period of time.
eg. After you had dinner at a friend's place.

Use -masu when something is promised or has just happened.
eg. After the cashier has given your change.

Or to avoid the confusion, just say DOUMO!
