Looking to buy a 38" or 40" monitor for productivity, considering at the Lenovo P40w-20 since it's on sale.. I have used the 38" dell before, while it's generally ok, wanted to see what are the other options on the market currently.

Anyone have experience with this monitor?

You mean keyboard and mouse?
Most monitor have at least two input for multiple device.
But for keyboard and mouse you can consider Logitech MK850 which
supports up to three device.

So if you have laptop and desktop can toggle using the toggle switch to switch.

One monitor with same by side? Only TV can do this, monitor can't as it only accept
one input at one time.

You mean the keyboard? Take note using TV with PC, the fonts will be extremely small
so you have to set the display scaling.
