I intend to take the train to xining, qinghai to lhasa, what is the cheapest flight to get there?

Use ctrip.com or a similar travel portal. Check the fare for Guangzhou or Singapore to Xining. You can fly to Guangzhou via a budget airline, though you will have to check the connection time for each leg to connect to Xining.

Not may. Is confirm need a permit to enter Tibet.

Not sure if Lhasa is still allowed without a tour guide. Gotta check on that. Their rules keep changing.

If you do not mind taking a longer train ride, you can fly to Chengdu or even Beijing. Then take the train to Lhasa from there.

Xining has poor connections. You can fly directly to Xian with Tiger, and connect to Xining by train or road.
