the parent generation prepay 2-3 year of wages to see if influential people can reserve a CS spot for their son , for less prosperous province and city ...... if successful means these front 2-3 years no wage but cushy job and start to earn in later years , plus the glory status in society and tangible benefits ..... being in CS is easier to get married or enter the political party

too many people do that ... influential people start to reject , they don't directly deal with the parents they go through a middleman ..... when reject , the middleman return the cash assuming no foul play

similar to buying rank in army ... lose money first , then earn back the money
