We might never know the real reason but could be his parents were here long time ago and got PR and he was born here as well but never got citizenship because of his autism? U want accurate answers, check with ICA.
Some PRs are not the typical FTs, my own uncle born and raised in Sg during 1950s whole life holding on to blue IC only 2 yrs ago got his pink IC just before he passed away. Funny thing is my mother (his sister) and all other siblings got pink IC and from what I heard is that during his birth they didn't register his BC immediately and cock up
