Where is the best place to file a complain against bad hosting company?

This is what they have done:

  1. They refused to release the EPP code to me for 6 months and then locked up my account when my hosting plan ended when I did not renew the payment.
  2. They refused to respond to calls, SMS, and Whatsapp.
  3. Their so-call Customer Service Centre is manned by Filipinos who started pretending that they can't understand English when you lodge a complaint.
  4. They suspended my friend's account citing virus attack for a few days and did not reinstate the service (as usual they refused to answer calls)
