Looking for help regarding coding/programming *URGENT*

Hi all, i am currently doing a project which involve programming a monitor display with a timer whenever the water tap is turn on. And a buzzer/voice saying how much water have been used for every 5mins/10mins/15mins. Lastly, a auto reset system whenever the tap is inactive for 2minutes. Would appreciate any help provided and if you can do it for me please tell me the cost?

And also looking for someone who can do an animated video of an explanation of my project!
