Looking for powerful mini-ATX pc better than my current

My current setup is Ryzen 5 2600x, B450 Tomahawk, 16GB 1066Mhz ram, rtx 2070, 2 ssd and 1 hdd. Planning to reuse the 2 ssd and 1 hdd. Any other parts are good enough to reuse for high end gaming?

Budget 5k or below and using it on a 27 inch 1440p monitor. I am looking for best "performance to heat generated ratio" components and also as quiet as possible.

Not familiar with AIO or liquid/water cooling so I probably need to go Sim Lim ask someone to help install.. ( if really a must to avoid air-cooling..)

My 5 cents:
1) You will be surprised of a good air-cooler. It might even perform better than a lower end AIO cooler. Try Noctua's NH-D15. What I like about air-coolers.....worry free, problem free and maintenance free.
2) change your SSD to NVMe. Sabrent Rocket Plus 4 or WD N850 are good choice.
3) 5k budget gao gao. Just get a RTX3080 then.
4) Motherboard I will go with Asus or Asrock.
5) 5k budget, CPU I will go with 5900X or 5950X
6) Memory I will go for 2x 16GB AMD approved DDR3600

No worries, gaming will not even make them break into a sweat or a heater. Choose a quiet casing will do.

The irony is, if your system with components like 5900x and 3080, inorder for them to run cool, the cooler and fans has to be beefy enough to dissipate the heat out the case into your room.

Even my 3700x with 3060ti playing tomb raider the room hot like suana, must turn on aircon.

For 1440p gaming anything lower than 3060ti you will have to compromise a lot with lower settings. At least get 3070/3080.

Well regardless of what type of cooling ... If the heat transferred is inside the room... It will be inside the room

The heat only transferred from CPU GPU to a radiator or heatsink... But that heatsink or radiator is still in your room

Also quiet usually means fans spin slower... Air flow lesser.. casing will get warmer too

So buy a portable air-con la.. $1k at most

You cannot get away from the fact that the more powerful the system, the more heat it will potentially emit due to the higher power draw.

And I certainly will not recommend wasting your money on a high end gaming laptop. I've been there, and these are my thoughts about gaming laptops,
1. Cost a bomb, for subpar performance as compared to desktop
2. Heat is a problem - No matter how good the cooling system, there is simply insufficent space in a laptop chassis to fit a big enough heatsink and fan. As a result, most of them will throttle
3. Super loud fan - Because of point 2, the fans on gaming laptops typically are very loud
4. Poor future proofing - While in theory, some laptop makers tell you that you can upgrade some parts like GPU in the future, buying one is a problem, not to mention it may not work because of increasingly higher power requirement and display outputs

For 5K, I am more than happy to invest 4K in a good desktop, and the remaining 1K to get a tablet or low power laptop for less demanding tasks.

Its not going to be straight foward if you plan to upgrade your system at a time where there are a lot part shortages. You should plan and see if you can get a full set within your budget locally if they don't try to chop you with exhorbitant prices, or source part by part from Amazon. The problem with the latter is that you may not be able to get some parts like GPU and some CPUs.
