After pfingo shutdown last year, I tried out several different providers, and eventually settled with voip.ms for calls.
voip.ms
SG DID: USD5.50 per month. No incoming call charges. USD5.50 one time setup fee.
+ Lowest outgoing call rates for all the countries I call most often (SG, US, JP, TH)
+ Calls are billed in 6 second blocks (instead of per-minute, lowering call costs even further)
+ Supports encrypted sip traffic (TLS-SIP/SRTP)
+ Supports G.729a codec
+ Provides one free inum DID (+883 extension) (great for testing, as outgoing calls to inum phones are free. You can only get one inum DID, and only if there is credit in your account)
+ Free $10 credit if you use the promotional code MjU0MTY4 when you create your account. You must top-up your account, and make one paid transaction (call, or subscribe to phone number) to receive it.
+ Responsive and friendly customer service (tickets/email & live chat).
+ Credits don't expire, and unused credits can be refunded upon closing your account (does not include the free $10 credit)
+ Able to restrict outbound calls by country, and time.
+ Real time top-up
- Can't select phone number. One will be assigned to you.
? SG DID is only allocated after documentation is verified
- Can't receive faxes (one of the functions I used to use with pfingo)
- Must send ID to open an account

As for SIP softphone, for some time now, I've been using GroundWire on my Android phone. It is a paid app, but g729 is now (it used to be an extra paid addon). It supports push-notifications, which is great for saving battery, and never missing incoming calls.
It's also available for iOS, but I do not have an iOS devices and can't comment on how well it works there. They also have a slightly cheaper 'Acrobits Softphone' app, but IMO, the enterprise-grade Groundwire is worth the extra USD2 or so (and it does contain a few additional features, although you might never use them). Yes, there are a number of free softphones available, so don't feel compelled to shell out for it.

Reviving this thread because it's May 2023 now. Is there any softphone VOIP provider with mobile app that I can subscribe to with a local number in Singapore? I need it for my remote team to make calls to Singapore without showing +65 on the caller ID that appears like spam calls.
