Looking for Technical lead partner

Sorry if this is the wrong place to post this. I am into getting ready my project for funding. Therefore, I am looking urgently for someone with the following technical knowledge as partner for this project.

1) opensource website programming knowledge. Eg using php, Java and Joomla CMS
2) good understanding of ip camera
3) knowledge of using GPS devices.

The person also need to know how to recieve alerts from webcam and GPS device and display on a map and then onto a webpage.

Hi, do you have a particular gps device or ip camera device you want to integrate?
