Why not? If he wants a new rig other than the one stated in his profile, you have to go the extra mile no?
Else I suggest TS to stay on your current rig. Save another few thousand and go for that in the coming years.

Okay just read his reply. Wants to build a new rig. If TS you just want to spend money, just pick the most expensive parts you see on a price list. That's about it. If you want help with that, come I use a price list give you example:
From PC Themes price list:
i7 4970x + ASUS Rampage 4 Extreme Black Ed. = ~$2019
Corsair H100i = ~$195
Gskill Ripjaws-x 2400MHz 8GBx4 (2 packs of total 64GB) = ~$900
Samsung 840 PRO 512GB SSD = ~$745
WD Black 4TB = ~$393
Gigabyte 780 ti Windforce x 2 = ~$2138
Corsair AX 1200i 80+ Platinum = ~$435
Windows 8/7 = $120
Total = ~$6750 +$250 whatever case = $7000
That's assuming you just have the budget reserved for the PC alone. Oh course if you're looking to get new monitors and stuff, 5.5k isn't much especially if you're going to go for triple monitor setup.
If you want strictly $5.5k budget, simply down the ram to 4x8gb ($450), get half the SSD and HDD ($564) and down the graphics card to 1 piece. Else you can change it to 2x 290x which will cost you roughly $500 less which adds to 5.5k
