Low Budget PC

Hey, I'm pretty new here. I need advice on building a PC, it'll be my first one as the last desktop I bought was at an IT show in 2010. It's showing it's age and started giving me blue screen and brown screens and random shutdowns.

I've got 1.6k I would like to spend, might be negotiable to go up or down. I primarily use it for games like CS:GO, LoL and occasionally things like the witcher. I also torrent and seed heavily so I would like a bigger hard drive to store stuff. Any help is much appreciated! Thank you! I've also got a nice keyboard and mouse already. Thanks!
