Hello , was just wondering if anybody has attempted making a low power Fusor before. Is it even legal to attempt making such a thing in Singapore even though i will be using low voltages and amps which will not produce any x-rays or radiation?

The machine has a voltage between two metal cages inside a vacuum. Positive ions fall down this voltage drop, building up speed. If they collide in the center, they can fuse.
