Not sure abt Kyoto station but Tokyo station have many lockers and they are very popular. When I was there ard 11am, I could not find any empty one that could fit my luggage. It is better to keep the luggage with the hotel.

There are actually many lockers at Kyoto station, but the thing is that the lockers usually gets used up pretty fast since Kyoto is a popular destination.
There was once when I couldn't find any available locker when I arrived there around noon. But since you will be arriving in the morning, you probably will have better chance of getting a locker, even more so if it's on a weekday I think.

Note there are lockers inside and outside the station. The take up of lockers inside the station is probably less. So if you are going to take the train again from Kyoto station at the end of the day to go to your hotel, you may want to store your stuff in the lockers inside the station rather than outside.

the lockers that can fit ur luggage probably cost 500yen up. i will go to the hotel and ask if they have rooms for me to check in earlier or leave my luggage with them.

leave ur luggage at ur lodging.
if u are staying in ryokan, the only risk is that there are no staff around to help u at certain time of the day. but i think 9-10am is fine, coz that is the usual check out time. if u arrive between 12-3pm, then there is a chance that the whole place is locked up with no staff to be found

not sure if anyone is around when I arrive in the morning.

near Kyoto station. not staying in hotels or ryokan.

anyway found this

If you're planning to explore the station before going elsewhere in Kyoto, we recommend that on arrival you check your baggage into a coin locker (small 300 yen, middle 400 yen, large 600 yen per day) or, if your baggage is too big to put into a locker, at the left-luggage office (open from 8:00 a.m. to 8:00 p.m., located in basement floor one.). The left-luggage office can also deliver your baggage to your hotel for 750 yen per bag.
