Suppose that the OS is not the deciding factor, and the laptop will be used to watch movies, surf the net and the occasional games and photoshop, which would be a better laptop to buy?

Dell XPS 13" refers to the $1699 version.

Photoshop is more optimized on Mac OS
Which games are you gonna play?
The Intel HD 5300 on Core M processor is weaker than Intel HD 5000 on i5-4xxx

No games in particular.

I am aware that the XPS 13" has less ram and smaller disk space, would have been ideal that dell gave us in Singapore the option to upgrade both. Screen resolution wise is probably not important as both will should be sufficiently sharp. Price wise, the XPS 13" can still get a small discount.

If I were you I will go for the newly announced Macbook, not only OS X is easier to use, it is also more optimized for photo editing and also more secure. At least viruses and trojans are least of the worries.

Secondly Macs has a higher resale/trade in value if you intend to sell your Mac or trade in for a more powerful Mac.

I would go for the refreshed 13" MBP @ $1688.

If u think MBA is already for lightweight users, the new MacBook is for even lighter weight users. The need for a connector is troublesome on the new MB. It may look pretty and all, but the price is hardly justifiable if compared to practical usage against the higher end MBA and lower end 13" MBP
