i do not understand how they set the rules

our government i think got mention
1) malaysia car pick up people in jb to sg - our governement cannot say anything, so it legal in malaysia
2) malaysia car pick up people in singapore - because the rules, no foreigner car is allow to do pick up coz it illegal
3) singapore cannot pick up passenger in malaysia coz it illegal in malaysia
4) singapore send people to malaysia as pick up happen in singapore, and not in malaysia, why the double standard.

if like that might as well ban people from picking up from both side.
so all passenger must have proof that they are the friends of the driver. if they come or out.
