if it's a promotion made known to the public or to the sch, then it's perfectly alright as they were informed beforehand, not an impromptu like this & made ppl be wary or scared unnecessarily

He must have watched the movie and got scared by IT.
In other countries, there were a few cases of people dressing up as Pennywise and staring at you from across the almost deserted streets. That's scary as hell. :s13:
