yes. Bank loan is required if you do not meet the HDB loan criteria. But the purchase of a HDB flat also has an income ceiling criteria.

if i'm not wrong its not possible to delay key collection. submission of marraige cert still can discuss. if $$$ involved, no nego.

it means we can apply for the HDB Loan Eligibility Letter even before you know the BTO/SOBF results?

Understand that HLE application will take 2 weeks to complete and valid for 3 months.

Any bro can shed some light on the est waiting timeline for each item below

BTO/SOBF results >>> 4 weeks?
1st appt (pay option fee) >>> ??
2nd appt >>> ??

Worry need to resubmit HLE application form again.

Why cannot let someone next in Q after all flats selected choose from other leftover available room type or location?

1) you can still change after submitting.... Initially I indicated bank loan but subsequently I changed to HDB loan when I went down to select unit.

2) Because your Q number is for only that particular town and flat type. The others have their own queue number.
