Memory Leak?

Don't know why the system keep having minor hiccups, I have BF3 and BF4, R9 280x, Win 8, always somehow in some fashion the memory use stays at 70 or 80 or 90+ % and Task manager cannot pick up whats causing the usage.

Is this a software issue or memory hardware issue?

Are using a motherboard with Killer LAN?
