Probably just a meaningless marketing point. They need to differentiate the unthrottled speeds and managed speeds for their 6u plan, but forgot to also enter that for the starter column.
Yes. Their cso confirmed the data plan are the same for both plan.

How to top-up voice minutes?

Their cheapest plan gives 150 minutes. Some times, if you call customer care of banks, or SQ can easily take up that many minutes. So, how do I top-up voice minutes?
