any recommendation for ITX Built?

Preferred Casing like In-WIN. not interested in Shuttle or CM as i find them too big as they are still using Standard ATX PSU.

Usage:
Watching/Streaming FULL HD or future Proof for 4K Videos.
Web Surfing

Specs:
Mini ITX board w/ HDMI
Latest Intel Pentium (Im open to other recommendation)
4GB or 8GB if budget permit
128GB SSD


Possible for a budget of $300 ~ $400?

$300 extremely difficult unless you source some of your stuff 2nd hand..

Intel NUC la. Small enough.. 4k or not.. hmm.. the budget..

3xx cannot get a high performance x86-64 core based NUC unless you find something like an Atom corebased NUC like an entry level MSI cubi or similar. Unless you reusing laptop RAMs and HDD/SSD.

5xx yes for i3 2C + GT2 Intel HD.

Current Gen Atom Intel HD decoders are also quite gimped compared to Skylake HD5xx.
Though, it still supports VP9 and H264 just on the ok level if you take 4K out of your list. Atom NUCs should be ok but don't expect miracles on that price point.
Otherwise, if the lowest end cubi option like the Broadwell based celeron is still available, can look at that option too.
Though I'm unsure about the status for adding vp9 support via driver update (probably some hwcers like entry level pc will know).

So your best bet is mix of 2nd hand stuff like Koroshiya is suggesting or maybe up budget.

After warranty over, if spoil need to buy back the same in-win psu which might cost around 70% of the case

I nearly fell off my chair when i saw ur budget, my ITX case alone already eat nearly all of it. Lol

Edit; forget new, buy a used previous gen NUC.
