mini itx diy system with 1k budget

Hi, as the title states. budget does not include o/s, keyboard, monitor and mouse.

able to play latest games in high settings, watch movies and photoshop

will it be more costly to get mini itx case rather than a mid tower?
person receiving it do prefer a smaller case.
