(Mini?) Workstation Build

Im looking to build a desktop for a friend.

Softwares used are AutoCAD, Rhinoceros 5, Photoshop and Illustrator and rendering softwares like Vray. These seem to be CPU heavy and memory heavy. So maybe if possible, need 16GB RAM and as many cores/threads as possible.

Budget is around 1.2K, only need the CPU, dont need wireless, and aesthetics dont matter as much.

I know the basics of picking parts, but dont know as much as the gurus here so i cant say i can efficiently spent the money so im asking for help.

Oops. I should clarify myself.
Mini not really refering to the form factor but rather i just thought that with this budget, i wouldnt be able to come up with parts optimised for his work. He needs one with as many cores/threads as possible. Maybe something like 12-16 threads?

a bit too hard la
a 6 core 12 thread + mobo around 900 dollars already, add on 16 GB of RAM and he got very little to no budget to work with the rest of the system

Yea. I was hoping someone might know how cos i dont know all the prices. Server boards and the xeons are expensive. So i dont know what to do.

with your budget, 4cores 8 threads is the best he can get already.... 12-18 threads need he need a bigger budget

Either increase budget, or be realistic about what he can get for $1.2k. Think will need at least $1.9-$2k for a 5820K 6 core build.
