Amd don't cut it for 1080p 144hz AAA Titles gaming. For between 100-120 fps, the R5/R7 2nd gen with some overclock can still do it.
An Intel i5-8600K/9600K is the minimum for an enjoyable experience, but it's not cost effective. The most feasible is i7-8700K/9700K, but that's even worse for cost efficiency.
For gpu wise, I don't think any Radeon GPU is up to the task. Minimal is Vega 56 with quite a bit of graphical settings compensation. Maybe play at around medium-high settings. Vega 64 should be better, but the power consumption and cost is another consideration.
Also, you missed Black Friday from Newegg, where AMD parts had a HUGE discount. R7 2700 @ $300 something and Vega 64 @ $550 something.

Go get urself a 1070ti. Cfm can hit high fps in 1080p for a few future games at least.
