Mobile app data keep turning off on its on?

I'm on iphone 6s currently and on latest OS, any idea why the settings under Settings>Mobile Data>"Use Mobile Data For:" keeps turning off on their on whenever i try to switch to on? Only affects a handful of apps, anyone else experiencing the same?

Go cellular and off the wifi assist.
