The tightening of the influx is just to deduct 1 foreign worker off from each Dependency Ratio Ceilings (DRCs) & the system did not change anything.
MOM will not have enough time to do a background check before issuing out a work pass because of the very short lead time.
By the time, MOM get a confirm background check, he maybe working in Sg for months or even years.

A few years ago, I would admit that it was possible. Not likely now, with the tightening of the influx. Still, hypothetically if he's allowed into Singapore, then there is something grossly wrong with the system.
Anyway, the chances of him coming here are quite remote for the moment.
