if only change S$100-S$200, then airport is okay... any amount more than that, do it at Change Alley, Tg. Pagar and etc.... or one of the many places suggested in this forum.

ATM Withdrawal, i think the individual banks have different rates... you might need to check their websites.....

Based on S$1,000 at 6.3 = HKD6,300
Based on S$1,000 at 6.4 = HKD6,400

HKD100 / 6.4 = SGD15.62

it really depends on how much you changing. sometimes the different might not be so significant.
