most value for money GPU?

imho r9 280x.
depends on what resolution and graphics settings you are playing at really. Maybe you could tell us more about what system specs you currently have and what you intend to do with it for better recommendations.
the r9 270 would be able to handle 1080p at medium settings even for the latest crysis and metro games at good frame rates (60+fps). this card should also only require one 6-pin power connector which would help you save $ on the psu that you need to get for it, or at least remain compatible with whatever existing psu that you have.
Also the powercolor version of the card is probably the cheapest out there right now, so yeah you're getting a pretty good price/performance ratio.
