Motherboard or Psu problem?

Dear all gurus.

My pc couldn't turn on suddenly and it's like power cycling. Power button on but keep resetting like intermittent episodes of 1s.
I used to have this problem where it starts and says no cpu fan detected but yet my cpu fan is turning.

I slowly tested out each part and realised that it could be the mb or psu.
When I connect both 8 pin and 24 pin, I experience the problem of resetting.

When I remove the 8pin from mb and turn on the pc. The psu starts working.

Wanna know if the problem is with the mb or the 8 pin cpu psu cable?

Please advise before I bring both for warranty claims.

Need PSU tester to check readings of the PSU.

If not need spare of either MB or PSU which I assume you do not have as well.

Maybe post your location and see if any kind fellow forum member can loan you parts to test.
