Is there a problem with my card when it reaches 85-90 degrees when playing dota2 and when I ran unigine heaven, it reaches 97-99 degrees, com shut down once during the benchmark. Idling temp is 45 degrees though.

85-90 deg yes is too high for a 280x. A 280x should not hit that temps.

Send it in to corbell with receipt and ask them to check. Most probably your thermal paste have been dried out.

Check (eyeball) that the two fans are running. Dont trust the rpm monitoring software.

Bad casing airflow perhaps? Use MSI Afterburner to increase fan speed of the GPU fans and consider buying more case fans.

one of the fan is spinning slower than the other one at low speed, at high speed it looks fine, actually i just went to rma the fan 6 months ago only as there was a rattling sound above 70% fan speed

Is there a need to buy more fans? I dont OC and only play games like dota2 and bf4. The fans will auto increase their speed at high temperature, no?

You need to ask corbell about the issues.

Bring down and let them check for you. If they have stocks they will exchange a new one.
