When does this happen? Every single time you open up your mycomputer or after you plug in external storage?

I have this issue with my old rig and it's because the USB ports not functioning properly, If I keep retrying it will eventually load up properly. Bottom right will say something like device detected. But everything work's fine when nothing is plugged in. If yours same issue as me can try plugging in other usb ports or the ports behind, else need other people advise haha.

This is usually cause by one of your attached hard disk or CD/DVD/Blu Ray drive got problem.

Try take out each connected drives and reboot and you will find out which drive is causing the problem.

Need to do a factory reset but there isn't that option when I insert the disc? Only have 'Install Windows' option.

And when I restart my computer there are 2 windows 7 I can choose? I think I installed 2 windows 7 in my comp. wtf

I encountered this problem and the result was due to a faulty harddisk.

Possible Hard disk is faulty. Possible that the HDD is taking loading time as a "vacation"

Usually happens when the HDD have to access something and forever staying on idle mode.

Best is do a wipe. See how it goes and monitor. If still cannot then really got to change the HDD.

By the way did you try to put everything into the HDD? lol
